Finding yourself behind one of the best playmakers in the NFL must be a hindrance to a player, but finding yourself behind two such players -- plus one of the most exciting rookies in that year's draft class -- must seem an insuperable barrier. That's the situation Eli Rogers faced with the Pittsburgh Steelers in 2017.

With Antonio Brown and rookie JuJu Smith-Schuster both dazzling at wide receiver while running back Le'Veon Bell also shined in the passing game, Rogers was forced to get by on scraps. He did see seven targets in a game on two different occasions, but that accompanied 10 other games in which he had no more than one reception.

Rogers also posted a yard per target mark of 4.1, a total lower than all but two players on this list.

There are few excuses for his inefficiency, as Ben Roethlisberger was one of the best players in his position, ranking fifth of the 29 quarterbacks with at least 300 drop backs in terms of Passing NEP per drop back. Of the four receivers with 30-plus targets for Pittsburgh in 2017, three posted a Target NEP per target between 0.29 and 0.74.

Rogers' weak production is a clear indicator as to why he saw the fewest targets and played on the fewest snaps among this group.
