1. Breshad Perriman, Baltimore Ravens

After missing his 2015 rookie season, the early NFL career of Breshad Perriman could have been described as “off to a slow start” after 2016 before transforming this description into “absolute train wreck” with his play in 2017. He caught fewer than 50% of his targets in 8 of the 11 games he played. He caught just a single pass off four targets on two occasions, while he failed to catch a pass despite being targeted multiple times on four other occasions.

Perriman’s 28.57% catch rate wasn't only the lowest this season, but it was the lowest of any player with 30-plus targets in a year since Darrius Heyward-Bey caught 22.5% of his targets in 2009. Furthermore, Perriman’s -0.65 Target NEP per target is the second lowest of any player since the 2000 season. Reche Caldwell of the San Diego Chargers has the distinct honor of performing worse on a per-target basis than Perriman, with a -0.80 mark in 2008.

With 2.2 yards per target, looking for Breshad Perriman when passing was only slightly more efficient than if the 6’6" Joe Flacco simply fell over at the line of scrimmage with the ball above his head.

It is is easy to blame Flacco for much of the sins of this offense. After all, his 5.3 Adjusted Yards per Attempt was the lowest of his career, while only his rookie season saw him amass fewer passing yards per game than the 196.3 he churned out in 2017. He was also the fifth-lowest scorer in terms of Passing NEP per drop back.

Perriman was actually one of two Ravens wide receivers to post a negative Target NEP per target, with Chris Moore coming in at -0.12.
